Add "QUTE_COMMANDLINE_TEXT" environment variable for userscripts.

- Added "QUTE_COMMANDLINE_TEXT" environment variable for userscripts.
 - Updated documentation to include "QUTE_COMMANDLINE_TEXT" environment
variable for userscripts.
