tox: update pyparsing to 2.1.3

- _trim_arity fix in 2.1.2 was very version-dependent on Py 3.5.0.
  Now works for Python 2.x, 3.3, 3.4, 3.5.0, and 3.5.1 (and hopefully
  beyond).

This fixes pyparsing/flake8-putyt/flake8 being broken with python 3.4:
